Full Circle was requested by Kelleher and Gracestone to support their work on behalf of the CEC – an intergovernmental organization established under NAFTA as part of the North American Agreement on Environmental Cooperation. Specifically, the CEC was formed “to support cooperation among the NAFTA partners to address environmental issues of continental concern, including the environmental challenges and opportunities presented by continent-wide free trade.”
